The tragic death of the four-year-old child attacked by a pack of strays in Bucharest raised the attention and the polemics on the stray dog population management. Well, Romania has been applying for years a killing policy against stray cat and dog populations without remarkable results in terms of reduction of their number, instead introducing a neutering and spaying campaign.
Well, the Romanian parliament approved a law reintroducing the euthanasia after 14 days in municipality pounds, unless administrations will have the financial resources to keep the animals longer. This new law deletes the 9/2008 law which stated that no healthy and sociable animal should be euthanized.
This law brings the country back to 2001, when a similar ordinance allowed the murdering of hundreds of thousands of dogs. Romania prefers to ignore the European Convention on Companion Animals, which says clearly that euthanize is not effective in solving the matter. The new law waited for 20 months, so the suspect is that the government take the “opportunity” of the tragic accident to adopt immediately the law, conscious of the support of the majority of politicians and citizens.
OIPA sent a letter to the Romanian ambassador of the European Union, Mihnea Ioan Motoc, asking to considerate the Written Declaration of the European Parliament of 13 October 2011 on dog population management in the EU, signed by 400 MEPs, as well as the recent “Appeal to stop the systematic slaughter of stray dogs in Romania” of the European Parliament’s Intergroup on the Welfare of Animals of 6 September 2013 and addressed to the President Mr Traian Băsescu.
OIPA asked a meeting to the ambassador Mihnea Ioan Motoc to discuss about the situation and to offer support and humane solutions to address the issue of stray animals.
