This is not from Yulin in China. This is in Lezhe, Albania. It’s the Mayors solution to face the stray dogs issue. It’s not clear what really happens to the animals when they are caught and gathered in these tiny cages.

Mr. Fran Frokaj, Mayor of Lezhe, decided to capture stray dogs and authorized to kill the sick and dangerous ones.

Vaccination, habitat control, and responsible pet ownership, including sterilization, are now the best approach to face the stray dogs issue. Widespread adoption of CNR (Capture, Neuter and Return/Release) programs for dogs, along with changes in human behavior and environment, offers a sustainable remedy for both disease and animal welfare problems posed by free-roaming dogs in developing countries.


OIPA supports the vaccination and spay/neuter campaigns of stray dogs as solution for the problem, keeping them in cages or massive killings are cruel, expensive and useless solutions to this issue.

Hereby to express my deep indignation about how the “stray dogs problem” is faced by the city of Lezhe. The capture and killing of stray dogs is an inhuman, barbaric and inefficient method to control the stray dog population, in addition of being a complete waste of time, money and efforts. I hope that the Major will immediately stop this unacceptable situation, and will develop the right means through which it is possible to solve the stray problem: mass sterilization and rabies vaccination programs. Besides this, to prevent a further similar trend, it is necessary to implement educational campaigns, in order to raise awareness among the population about the importance of spaying animals and the right way to look after their pets.
